
Having a strong financial investigations background and an Accounting degree, Ken was selected in 1990 for transfer to the Phoenix Division of the FBI to conduct investigations of the S&L failures, including Lincoln Savings and Charles Keating. Six years later, Ken became involved in counter terrorism and counter intelligence matters. Prior to 911 Ken worked on major terrorism investigations leading to significant assignments in the Middle East and Europe.
Kenneth R. Misner retired from the FBI after 26 years as a Special Agent. Ken's experience with the FBI included Bank Fraud, Counter Intelligence/Counter Terrorism, Public Corruption, Securities and Miscellaneous Financial Fraud, Undercover Investigations, and Specialized Technical Operations including Electronic Countermeasures.
Ken's initial assignment as a Special Agent was in the Chicago Division of the FBI, where he became immersed in financial accounting investigations. He later was recruited to assist in the development and operation of an undercover project named "Greylord". This case became the most significant judicial corruption investigation ever undertaken by the FBI. After 5 years in Chicago, Ken transferred to Pittsburgh where he spent several months undercover in a public corruption investigation. After completing the undercover investigation, and working on the Special Operations team, Ken sought and received extensive technical resource and equipment training, resulting in him being designated Technical Advisor to the Special Agent in Charge.
Ken ultimately returned to Technical Operations and supervised the Technically Trained Agents, the Electronic Technicians, and the Information Technology Specialists in Arizona, before retiring in December of 2004.
After taking a few months to smell the flowers, Ken went back to work, first as an investigator for a multinational insurance company handling insurance fraud and questioned death claims. Subsequently he completed a term as a Maricopa County Constable, handling evictions, small claims, and other Justice Court duties.
Since joining John Waugh at Lochmoor Investigations, Ken has been conducting a wide variety of hands on investigations. These investigations utilize his years of experience working the most sensitive, high profile investigations of the FBI, but in a more conventional fashion, and generally closer to home. Ken also continues to conduct countermeasures sweeps and electronic eavesdropping device locating and placement.
Most recently Ken has been devoting a significant amount of his time to mortgage fraud investigations under a contract with the State of Arizona as well as handling much of the electronic GPS tracking installations. James C. Brown was an FBI Special Agent for 30 years and served in six different FBI Field Offices, including San Juan, Puerto Rico. He conducted investigations of violations of federal crimes relating to financial crime, public corruption, and organized crime, to include European and South American drug trafficking. Mr. Brown has testified in various courts on these matters in both the United States and Italy.
Mr. Brown was promoted to Supervisory Special Agent while serving in Phoenix and directed investigative programs involving Domestic Terrorism, Hate Crimes, Civil Rights, as well as a Joint Terrorism Task Force, comprised of offices from various local, state and federal law enforcement agencies in the State of Arizona. He also initiated the investigation that lead to the discovery of a point-shaving scheme involving the 1995 Men’s Basketball Team at Arizona State University (ASU). Following the successful prosecution of two ASU basketball players and several Organized Crime associates from Chicago, he was asked to speak at a variety of NCAA events, including the Conference of Directors of Athletics in Naples, FL. He also supervised the Organized Crime/Drug Trafficking Squad of the Phoenix Office prior to his retirement in 1998.
For six years following his retirement, Mr. Brown was the Vice President of Investigations for Spinelli Corporation in Phoenix, Arizona. He directed several high-profile investigations, coordinating the efforts of investigators nationwide and provided oversight of the final report product that was delivered to the client. Mr. Brown also worked contractually for Major League Baseball representing the league’s interest throughout the State of Arizona.
For the past six years, Mr. Brown served as the Manager of the Special Investigations Unit (SIU) for Scottsdale Insurance Company, the Excess Surplus Lines subsidiary of Nationwide Mutual Insurance Company. Scottsdale Insurance Company employs approximately 1,400 employees at the headquarters in Scottsdale. Mr. Brown had oversight of the company’s anti-fraud program and responsibility for seven investigators. Mr. Brown is proficient in the Spanish language. He is a member of the International Association of Special Investigation Units (IASIU) , an Associate member of the Association of Certified Fraud Examiners (ACFE) and the Society of Former Special Agents of the FBI.

Jim has been a welcome addition to Lochmoor Investigations. His steady demeanor, focused approach to investigations and extensive experience in the insurance industry are highly valued attributes.

David P. Sereno, retired from the FBI in 2005 after over 35 years of service. Dave has a broad range of investigative experience including applicant background investigations, Presidential appointment investigations, counter terrorism and counterintelligence investigations. Dave additionally investigated criminal matters such as organized crime, interstate transportation of stolen property, bank robbery, bank fraud, and fugitives.
Dave was a Firearms Instructor and an expert marksman. He maintains his expertise in all types of firearms and provides advice on the proper and safe firearms purchase, use, and storage.
During his career Dave became a Technically Trained Agent (TTA). Dave developed this specialty by receiving all types of specialized training and years of practical experience. Dave has additional specialized expertise in microphone and audio installations, video surveillance design, installation, and Technical Surveillance Countermeasures (TSCM).
Dave is a certified locksmith. Through Lochmoor Investigations Dave now practices these skills, particularly the ability to provide extremely confidential, discreet, and highly technical locksmithing service.

Roger Ripley, retired from the FBI in 2005 after 34 years of service. Roger coordinated all aspects of photography for the Phoenix office of the FBI for over 28 years. In this position Roger was responsible for coordinating, teaching and conducting the following:
Surveillance Photography including video and still photos, covert and overt; Crime Scene Photography; capturing general evidence; layout and preservation of crime scenes; Forensic Photography; identifying, preserving and often times locating critical evidence; and Instruction and Training on all photography techniques.
In conjunction with his photographic skills, Roger spent many years as a member of the FBI surveillance team. Roger was highly regarded and generally known as one of the most skilled members of the physical surveillance team.
Roger was also a founding member of the Phoenix FBI Evidence Response Team (ERT). The ERT was responsible for locating and preserving all types of evidence from a crime scene. Roger combined crime scene and forensic photography as a member of the ERT to capture small trace evidence, capture and preserve fingerprint evidence, document serial numbers, tool marks, tire tracks, shoe impressions and all other evidence. He was a highly regarded member of the ERT.
